On sait que le verbe est au passé (prétérit) car s'il avait été au présent il se serait terminé avec le "s" de la 3ème personne du singulier. Il s'agit donc d'un verbe irrégulier. Il aurait pu avoir sa place dans les verbes irréguliers de base.
Remarquez aussi que lorsque le sujet de la phrase active est un pronom, il disparaît généralement à la voix passive.

The new presentation is preferred by the author.
A child could have rephrased this sentence
This sentence could have been rephrased by a child.
Manchester United employs more than 400 people.
More than 400 people are employed by Manchester United
